My next door neighbors home is infested with fleas b/c of a dog, now my home is becoming infested, what do?

I live next door to some filthy neighbors in North Philadelphia and they have a dog which is infested with fleas,the dog is beat up and also has mange. There home is also infested, and now the fleas have moved in on me and my home is becoming infested, I cannot afford to pay an Exterminator especially when it is useless if the neighbors don’t get rid of the dog and exterminate their home, what do I do?? What options do I have?? Are there any services that can help me for little or no money??
